Do You Need a Boat Licence in NZ?

The short answer for recreational boaties — plus the rules every skipper must follow.

The short answer

New Zealand does not have a general boat licence for recreational boating. You do not need a licence to own or skipper your own yacht or powerboat for fun. However, the skipper is legally responsible for the safety of the boat and everyone on board, and there are national rules and regional bylaws you must follow.

When you DO need a qualification

You need a recognised VHF radio operator qualification to transmit on a marine VHF radio (other than in an emergency).

Maritime NZ qualifications

Carrying paying passengers or operating a boat for work requires Maritime New Zealand qualifications. Recreational courses do not cover this.

Many countries and charter companies require a recognised certificate such as the ICC.

Young skippers: there are also age restrictions on operating powered vessels capable of higher speeds without adult supervision.

Rules every NZ skipper must follow

Lifejackets: carry a correctly sized lifejacket for every person on board. Many regions — including Auckland — also require lifejackets to be worn on smaller vessels in certain situations.
Speed limits: 5 knots within 200 metres of shore or a dive flag, and within 50 metres of another vessel or a swimmer (check local bylaws).
Two ways to call for help: carry at least two waterproof ways of communicating, such as a VHF radio, distress beacon or a phone in a waterproof bag.
Rules of the road: know who gives way, how to read buoys and navigation lights, and keep a proper lookout.
Check the weather and tell someone your plans before you go.
